If I was to ship goods (like new electronics) from the United States to Canada, would they charge taxes?

Like would they open the package to see what’s inside, and then charge taxes according to the value of the goods?

The recipient is responsible for any taxes. They will pay any duties plus GST and PST. Normally this is based upon the declared value, however all Customs authorities inspect a sample of all shipments to verify the accuracy of the declarations. If they feel that the declared value is too low, they will assess duties and taxes based upon their estimate of the FMV of the goods in their country.
